Cubs intend on shedding payroll. The above trade has them adding over 20M in salary, and it's also a pretty bad trade for Contreras.

Their issue isn't shedding payroll for 2020. It is being able to pay Bryant, Rizzo, Heyward, Baez and Contreres beyond next year. They cannot afford those guys plus the pitching staff. They will need to move at least one of the big names and my bet would be Contreres since they have Amaya and Caratini. Ramos and Lowrie are FA's at the end of the year and give the Cubs more money to spend on their young players.

Why would they trade Kyle Schwarber for a guy they gave up on in 2018?

The Cubs spent over 230M last year, and will likely have to spend even more, as they hav higher salaries for guys like Bryant (7M raise), Rizzo (9M raise), Hendricks plus smaller raises to Contreras, Quintana, Baez and other arb-eligible players. And now, in this trade, an additional 20M.

The Cubs are taking on over 15M, once all the salaries balance out, just to get rid of Contreras. I'm unaware of how that helps them pay for the players.

Theses trades don’t make any sense for the Cubs.
